How to read these two. The left chart counts projects and traces the money beside them; the right chart splits that money by sector. Only $6.1bn of the $14.6bn on the page is at grade A or B — that is 42% of the disclosed capital, leaving $8.4bn announced but not yet funded. 7 of the 23 projects publish no cost figure at all, so the totals here understate the pipeline and are a floor, not a measure of its size. Capital is charted in US dollars; dinar figures are converted at the peg of JD 0.709 to the dollar, and each row states the currency and the kind of figure it is.
An estimate, a contract value and a financing package are three different things. The register records which each figure is, and never prints one as another. Where sources disagree — the water carrier is reported at $4.3bn, $5.8bn, $6bn and €6.1bn; Arab Potash at $1.1bn and $1.5bn — both figures are kept with both sources rather than averaged into a false precision.

What this says. The median gap across these cases is 6.7 years. The pattern is not that Jordanian mega-projects fail — the Amman–Zarqa BRT slipped 6.4 years past its target and then opened, and it carries passengers today. The pattern is that they arrive around half a decade after the market prices them in. For a land position that gap is the whole question, and it is only visible because someone keeps the dated record. What would change this: a financial close on the water carrier, or an award on the Amman Bridge, would be the first evidence in years that the cycle is shortening.

Reading this chart

Each bar is money a named institution has approved for the Aqaba–Amman conveyance. Five multilateral institutions are on it — EBRD, IFC, EIB, AIIB and MIGA — alongside the Arab Fund, AFD, a Jordanian bank consortium and eight sovereign donors.

The colours matter: $2.5bn of it is senior debt, but the largest single bar is MIGA's guarantee, which is political-risk cover rather than money lent, and the grants are not repayable. Adding them into one headline number, as most coverage does, overstates what has actually been committed.

And none of it has closed. Financial close was targeted for end-2024, then for July 2026, and had not happened when this page was last verified. Construction is now stated for Q4 2026 and first water for Q4 2030.

EIB's €427m is deliberately absent from the chart: it is committed in euro and converting it would invent a rate the source never used.

The contrast worth holding. The Aqaba railway carries a $2.3bn headline, definitive agreements signed in April 2026 and comparable press prominence — and no multilateral lender has a project page for it, and no construction contractor is appointed. Same coverage, very different risk. That distinction is what this tracker exists to publish.

The asset-class lens

Data centres, healthcare and education read as panels inside this register rather than trackers of their own, because there is not enough published data to carry a series — and because the demand case for each of them is the pipeline above.

Healthcare

The private sector runs 70 of the country's 120 hospitals — more than twice the Ministry of Health's 32 — and still holds fewer beds: 5,648 against 6,059. Private hospitals are numerous and small.

That shape matters more once you add the demand side. Medical tourism earned about $1.0bn from 230,000 foreign patients in 2025, up 4% on the year, on a cumulative $4bn of private hospital investment. But 75% of those patients are treated in clinics and specialised centres, not hospitals.

So the demand is for medical-office space, not inpatient beds. No Jordanian source publishes clinic or hospital floorspace — counts and beds only, never square metres — so that gap has to be sized from the pipeline and the bed data rather than measured.

What to watch: whether the Madaba build-lease-transfer is repeated. It is the first government hospital PPP in the country and the Ministry of Health has an unmet pipeline behind it.

Both charts make the same point in different sectors. Jordan has 9 data-centre facilities in total, and the operating flagship at Aqaba is 12 MW. The announced AI campus at Al-Risha is 400 MW — 33 times the country's entire flagship — with no disclosed cost, financing, permit, land title or anchor tenant, and a concept plan the specialist trade press judged to be AI-generated. On the right, 500 schools have been announced over four years while 86 were actually completed in the past year and 41 are being structured as a PPP with an EBRD adviser. The delivered programme is smaller than the announcement and larger than nothing — which is the honest reading of most of this register.
The most actionable land datapoint on this page. The 41-school PPP needs sites of 3,000–18,000 sq m each, and 16 of the 41 have not yet been selected. Site identification is the acquisition trigger. Set against that: the previous 15-school PPP took bids from a Meridiam–Edgo consortium in June 2023 and has never been awarded or cancelled — it simply sits in the tender archive. Both facts belong in any view of Jordanian education PPP.

What these show, and the correction they force. Amra City sits in Muwaqqar lands. Over the same January–July window, the number of Muwaqqar basins appearing in the Department of Lands' national top-selling list has gone from 1 in 2024 to 2 in 2025 to 3 in 2026, and the transactions inside them from 259 to 500 — up 93%. In the latest month published, 2 of the country's 8 best-selling land basins are in Muwaqqar.

But the corridor was already moving before the project existed. A Muwaqqar basin ranked 3rd nationally in 2024 on 385 transactions — a full year before Amra City was announced in November 2025. Anyone selling this as a project-driven land story has the causation backwards: the government put a new city where the market was already trading, and the announcement has so far accelerated an existing trend rather than created one.

What to watch: whether the 2027 window breaks the pattern in level rather than in count. More basins clearing the cut-off is partly a market widening; a sharp rise in transactions per basin would be the first real evidence of project-driven demand.

How to read a top-N list without fooling yourself. The Department of Lands publishes only the best-selling basins each period, so a basin that is absent is below the cut-off, not at zero — every figure above is a floor and the real Muwaqqar total is higher. Top-N lists also cannot be added across months, so only windows the Department itself published as covering periods are compared, and only like for like. Directorate is resolved from the Department's own village and basin coding file rather than by matching names: of the basins named on this page, 3 carry a name that occurs in more than one directorate (الشمالي appears in 4), so a name match would have put transactions in the wrong governorate.

How a project is graded

The ladder and the staleness rule are the method. They are published here rather than kept internal, because a grade a reader cannot audit is worth nothing.

Procurement under way: a transaction adviser is mandated and/or an RFQ or RFP is in the market. A named bidder list is evidence; it is not an award. (3 in the register)
E · Announced
A cost figure or target exists; nothing contracted. Includes projects with completed designs. Most coverage stops here and presents it as more. (6 in the register)
F · Stalled
Announced, then no verified progress for 24 months or more. Assigned by the staleness rule below, not by editorial judgement. (3 in the register)

The staleness rule

A project with no verified update in 6 months is flagged in the register as having no confirmed progress since a stated date. At 24 months it is demoted to grade F automatically, on dates rather than judgement.

Official Jordanian sources announce freely and almost never retract, so without this rule a project that quietly stops keeps a healthy grade for ever — which is how every other project listing goes wrong.

One deliberate exception. Demotion does not apply to a project already at grade A or B. A construction site is a durable physical fact that generates little coverage for years, whereas an announced project going silent for two years is genuinely dead. The flag still applies to everything: 7 of the 23 rows carry it today.

What this tracker does not do

It does not forecast completion dates. The delivery calibration above gives a defensible window; the sponsor's own date is reported as the sponsor's date.

It does not reconcile conflicting figures. Where two credible sources disagree, both are printed with both attributions.

It does not treat a government listing as progress. A project appearing on an investment portal proves intent, not motion — which is why the ladder has a rung for procurement that is genuinely under way and a separate one for everything merely announced.

And it does not carry a project quietly. Three rows on this page exist specifically to record that nothing has happened: they are the most useful rows in the register.

Every material claim carries a source and a verification date; conflicting figures are retained with both sources; dinar amounts are converted at the peg of JD 0.709 to the US dollar. Grades reflect evidence verified as at 30 August 2026 and are re-tested monthly.
